Note that a smaller dial value means the mirror is closer to the cell. IN the case of radial indicators shown here, a smaller value means the mirror is closer to the edge.  Note that for the nominal case, the mirror slides down to the point nearest the ground, and the force on that hard point increases as well. By putting in extra counterweights, the effect is lessened.  4 washers corresponds to 2.3 ounces at the end of the lever arm. A bit more weight needs to be added here, and it's clear that spacing the existing weight at the end of the lever arm out more is not a strong enough effect. If too much weight is added, the mirror would be pushed away from the cell at the lowest point (in reverse to what we see here).
